WHAT DOES RARE BREED TRIGGER UPGRADE MEAN?

There are several things which the FATF explained were a no no and also a judge someplace would strike down. As it pertains to FRTs, are these authorized to obtain everywhere or can it be just Texas?  Do It's important to become a member of some gun legal rights org? For anyone who is a member of that org can you purchase them any where?Thanks! Ge
